Auto-all

* Make `globs` optional on `start_all` and `end_all` calls.
* Add `public` decorator, which can be used to declare functions as public.

Add function docstrings and type hinting.

Minor documentation updates.

* Add project `LICENSE` file
* Add project `README.md`
* Update `setup.py` to include readme in PyPi
* Move build requirements into `build-requirements.txt`

First release including basic functionality, documentation inside python module and simple doctests.
