Drop explicit support for Python 3.7 and 3.8.

First official release that supports `h5py >= 3.0`, and drops support for `h5py < 3`.

1. Support for `h5py` `v2.x` is dropped and `h5py>=3.0` is supported.
2. Python `3.9` and `3.10` are also supported.
