Biosmoother

Changes since last release:
- New option for comparing datasets by devision
- replaced checkmarks in tables with squared for improved visibility
- navigation bar accepts float values for genomic loci now
- ignoring filters for datasets that have been generated with the respective filters disabled
- moved over to cibuildwheel

This version of BioSmoother is intended to be used with libBioSmoother version 1.2.0.
