Bugfix for ConfigTools initialization

ConfigTools SCP File transfer optimizations for sbRIO 9603 controllers

This release fixes an issue with the new IP address given to a BS1200 via ConfigTools being before nisyscfg is called to restart the unit.
Minor cleanup of timeout and wait animation printing for ConfigTools restart method.

-pcan_channel string, bit_rate, and delay_ms arguments added
to BS1200 constructor, all with default values
** CAN Rx Frame refractor**
-Incoming (from BS1200) frames are now written to a dictionary of
CAN Frames to store the latest data from each frame incoming from
initialized box ids by _recv_msg listener method
-action statuses to get BS1200 values now parse data from most
recently cached frame
-action status methods to set values now have 'wait' argument to wait
default of 10 ms delay after writing for new CAN frames to be cached
-Reset logic in error handling

Added SSH and SCP support for ConfigTools class to facilitate file transfer to sbRIO 9603 controller.
