Circadian-scp-upload

* Drastically simplifies the upload logic
* Progress logging is every minute now instead of every 10%
* Drop support for Python `<3.10` (end of life)

* Simplifies the passing of dated regexes (the breaking change): 5
* Runs all the tests for randomly generated regexes, not only the default one: 4
* Supports Python `^3.8` instead of only Python `^3.10`

🎉 First public release of the **Circadian SCP Upload** library

This code used to be embedded in Pyra 4 ([repository](https://github.com/tum-esm/pyra) / [docs section about the upload](https://pyra.esm.ei.tum.de/docs/user-guide/upload)). Since The Pyra upload needed an update ([milestone for `v4.1.0`](https://github.com/tum-esm/pyra/milestone/9)), I decided to convert this into a generally usable library.
