This change brings documentation changes only. The README is now RST to allow upload to PyPI

This release implements the ability to work on any dataset, combine multiple samples, and run in a Snakemake pipeline.

The core algorithm is currently stable, but several ancillary features require further testing to come out of beta.

This version has all basic functionality intact, but has several bugs and should not be used.
