Coco-tools

This version of coco-tools introduces `decb-to-b09`.
* This utility converts Microsoft Color BASIC programs into Basic09 programs.
* It is a best effort conversion - some minor editing will typically be required to get a working program.

* Updates support for Pillow to versions >= 7.0.0
* Updates support for more modern versions of setuptools

This is a major update that:
* Include CI/CD to build the package automatically
* Uploads releases to PyPi
* Fixes Windows Issues
* Removes Python 2.7 support
