It is time to add more power into the developers hands

This version introduce 2 new main concepts :
- The library, a system allowing `orchestrator` user to access a set of predefined `CommandTemplates` in their files.
- The plugins, a way for library developers to add `CommandTemplates` to the library
More info on those systems are available in the documentation.
A new command was added : `csm-orc list-templates`
This new command will display to the user the current content of the library and allow to look up specific `CommandTemplates`
