Cramjam

I'm sure there are (many) things to be fixed, and people wanting advanced / full feature sets of blosc2 should almost certainly just use the official [blosc2 python package](https://pypi.org/project/blosc2/).

libcramjam (0.4.0) now has feature flags for each codec supported.
