Emergency release to complete half-implemented new feature.

The changes to the spatial materialised view introduced in the previous release are now also implemented
in the time materialised view.

Please run `datacube-ows-update --schema --role <ows_db_username>` again with this new release
to access the new behaviour.

Previously the spatial materialised view recognised metadata types by individual name and required manual tweaking
for every new metadata type. From 1.8.38, all metadata types with a name starting with `eo3_` will be treated as
eo3 compatible.

Run `datacube-ows-update --schema --role <ows_db_username>` to activate the new definitions.
