This release has a few minor changes:
1. 64ff186e02dfb4dcb1b06c281d00f7cd4d6c5427 do not bundle the MSVC++ 2008 Runtime DLLs
2. 35b6644bb8ffc37ae4165d1276f4962ea8b0e240 preserve object grants when migrating to newer version
3. upgrade to [cx_Oracle 5.2.1](http://cx-oracle.readthedocs.org/en/latest/releasenotes.htmlversion-5-2-1) for building the MSI installers

This is a minor release which uses `cx_Freeze` instead of `py2exe` for building the Windows installers.
