Delcom904x

- Renamed CLI script to `control-decom904x`.
- Fixed 1, error `ModuleNotFoundError: No module named 'control_delcom904x'`.

Drop the `.py` suffix from the command-line utility `control_delcom904x` to match normal style of other utilities.

First release packaged and uploaded to PyPi through continuous integration.

Updated for Python 3. Packaged and uploaded to PyPI. Installation and usage is now as easy as:

$ pip install delcom904x
$ ./control_delcom904x.py --green --red --flash --cycle

First release of a python class to control the Delcom Products USBLMP 904x series multi-color visual indicators. Supports basic functionality including enabling/disabling of colors, flashing, color-cycling and enabling of the buzzer.
