Django-historical-currencies

* `exchange.latest_rate`: Always return 1 if the source and target
currencies are identical.
* Declare that we are typed (and run mypy in CI).

* Include the template required by `{% currency_choices_options %}` in
the Python package.

* Add `currency_choices` template tags for rendering currency selectors.

* Improve package metadata.

* Initial release.
