Publishing to pypi.

Minor update to toml file.

Various updates have been made to dlh_utils:

- addition of DISCO functions
- increase of unit testing
- improvements to various functions

Creating a new release to reflect some minor changes to a few of our functions:

- age_at
- standardise_date
- coalesced
- group_single_characters
- the package has also been pylinted and has a score of above 7

We have added a new deduplication function to match datasets to themselves
