Docker-pyo3

changing the build system up a bit to make it play better with downstream `pyo3` packages

On mac osx there is a need to explicitly add the linker args to `build.rs` as `maturin` can't propagate the argument to dependents on build.

pymodules are now public for usage by other rust programs

minimal release

auth and windows are shaky
