Document-batcher

* English sentence-segmentation model for nltk was added to the package as
a data file so that it is downloaded when `document-batcher` is installed
from pypi by pip; running `nltk.download('punkt')` is no longer required

* BSD 3-Clause License added

* Initial minimal working version
