This was a major refactor over several months. Looking through the changed files, here are the broad strokes:
* Documentation with sphinx and readthedocs, covering Python and C
* render-less Travis builds for keeping memory low.
* serverless mode with file I/O
* Singularity recipes for building PETSc and PETSc-based solver.
* C/PETSc solver compiled and tested in Travis build.
* Switch over to passing around `renderapi.resolvedtiles.ResolvedTiles` object.
* General cleanup of Python code in EMaligner.py and utils.py
* General cleanup of the C code to catch up with Python changes.
* new jsongz module for r/w of json or json.gz. Useful especially on-scope.
* Transform methods for constructing CSR blocks are vastly simplifiied/cleaned.
* additional transforms of Rotation, Translation, and ThinPlateSpline
* transforms generate and solves support right-hand sides.
* Test code to keep pace with all of these changes.
* backwards compatible with previous calls.
