* Initial CI, including (hopefully) publishing shapefiles by zmoon in https://github.com/zmoon/epa-regions-python/pull/6
- I didn't have the `GITHUB_TOKEN` write permissions turned on in the repo settings, so it didn't work automatically this time, but hopefully next time
- The shapefile columns (besides `geometry`) are:
- `region` ("R1", ..., "R10")
- `number` (1, ..., 10)
- `consts` (constituent lists, of 2-letter state/territory codes)
- `office` ("Boston", ..., "Seattle")
