Added tc3xx tool for generating alternate bootmode header for TC3xx processors.

- Add support for argument files with prefix (14)
- Add possibility to change parameter values via command line (13)
- Add CRC32 file when writing intelhex that is calculated over all bytes in hex file 12

- Fixed issue 10 : Intel Hex does not support comments
