* Add `source_app` parameter to `_failed_roles_redirect`

* Allowing for the `Config` module to live in either `config` or `pre_award.config`.

[This RFC](https://github.com/communitiesuk/funding-service-requests-for-comments/discussions/22) outlines the move of all the existing code into a top level `pre_award` folder while we consolidate an simplify the code. We need to continue to support both paths though as FAB also uses this fixture, but does not have a `pre_award` folder.

* Revert: "Fix a DeprecationWarning from pythonjsonlogger" which actually broke things
* Revert: "Removes `locale_selector` module, which has now been lifted directly into `pre-award-frontend` (and modified to support `host_matching` mode)." because this is still used by pre-award-stores

* Removes `locale_selector` module, which has now been lifted directly into `pre-award-frontend` (and modified to support `host_matching` mode).

* Fix a DeprecationWarning from pythonjsonlogger

* Update the Healthcheck to support apps running in `host_matching` mode.
