Hillmaker

Major release with overhauled APIs and enhanced plotting

Weekly and dow plots for arrivals, departures and occupancy have been added.

Added capability to specify input args for CLI using a TOML formatted config file.

Added capability to handle censored data (no exit datetime stamp) so that those records count for occupancy but are not counted as departures.
