Fixed bug in conversion indi number to float

A setBLOBVector with no contents can still be sent, even if the enableBLOBs has not been set.

This is so that messages and state can be sent as replies to received BLOBs

BLOB values can be a pathlib.Path object.

Added tasks list as argument to IPyDriver
