Updating Pandas dependency to avoid environment conflicts on Cryocloud.

Updated V2 catalog, data now goes back to Landsat 4 and temporal coverage starting in 1984

* we can get time series from ITS_LIVE data cubes using a notebook or from the terminal
* we can search and download velocity NetCDF using spatiotemporal parameters.
