Libhikvision

Some Hikvision cameras use SQLite to save the events, so now this is supported.

- Option to replace extracted file
- Keep the resolution on images
- Updated documentation

The user can define on extract extractSegmentJPG the position in seconds that the jpg image will be extracted from the video.
