Librtd

This version explicitly includes nimporter as a dependency.

This release restructures the Python interface in an effort to fix the un-importable CLI in earlier wheels.

This release is identical to v0.0.2 except it increases the range of supported Python versions to 3.6 and above for Windows, Mac, and Linux.

This version is identical to v0.0.2 except with corrected build steps during packaging for Linux and Windows.

The initial release of `librtd` and its command line tool, `rtd`.
