Marc2excel

- Replace option to force utf-8 encoding
- Skip records that still can't be decoded

- Replace invalid UTF8 characters

- Simplify marc2excel and excel2marc scripts.
- Always force UTF8 decoding.
- Convert deprecated Excel header styles for backwards compatibility.
