We bumped the version of the upstream and dependencies. The new pyo3 dropped py36 support.
We also improved the error handling in the codebase by using more elegant syntaxes, which significantly reduced code duplication.

Fix 32, we add verify_multiple_aggregate_signature

- 31 We bump maturin and pyo3 to build wheel for Apple M1 chip. The Github CI hasn't supported the macOS M1 instance yet, so the wheel is built on a laptop I have access to.
