Money-to-prisoners-common

Bumped version of Twine, used to release mtp-common. This should hopefully sort [the release error](https://github.com/ministryofjustice/money-to-prisoners-common/actions/runs/13995520106/job/39375988210) we're currently seeing.

Fix error messages no longer replaced as they should.

Upgrade to Django 4.2 (currently an LTS)

Upgrade to python 3.12 and latest dependencies
