This is the first official open-source release of RouteE Compass. On top of migrating the repository from the private NREL github server, there were name changes to match pypi/crates.io targets, and github actions added.
Caveats
* `pip install nrel.routee.compass` [failure](https://github.com/NREL/routee-compass/issues/7) discovered only after creating this release
