Oregano

This is the first release after the July hard fork that made the previous release incompatible with the network.

Changes:
- Updated the difficulty adjustment algorithm,
- added new fulcrum servers.
- Some fixes necessary for BitcartCC

This release fixes the DAA bug that prevented Oregano from syncing to the network and includes small fee estimation improvements.

Backend changes, AppImage build, pip release, open alias support.

This release features bitcartcc compatibility change - exchange rate always returns a valid Decimal
