Fixed behavior when running under python 3.7

Minor bugfix to correctly handle ascii plists that contain arrays with mixed string types and zero-length strings.

Incorporating biplist for parsing binary plists and plistlib for xml plists in addition to handling NeXTSTEP/ASCII plists.
