Re-introduction of the Rigetti Quantum Proccessing Unit (QPU) device

This release uses the latest version of [pyQuil](https://github.com/rigetti/pyquil) to connect to [Rigetti Quantum Cloud Services (QCS)](https://docs.rigetti.com/qcs/) and enables the use of the latest [Rigetti QPUs](https://qcs.rigetti.com/qpus) as a PennyLane device.
