Hot fix for tunnel monitor and fixes issues with passing an incorrect string value for expected enabled resources and sets their default if none supplied to prevent errors when missing from passed arguments.

Also, some updates to auto tagging and the ability for tagging to do a full pull of every tag that exists to compare when looking up for a search.
