Release second beta version.

- Add __Forecast.all()__ to get all the weather stations without having to use the Forecast instance generator.
- Add __Client.get_static()__ to obtain open data (more precision)
- Add Parser class to parse and merge the new data that is obtained from the get static method.
- Add more filters and examples.
