Pybind11-weaver

Fully tested to generate pylibtooling, and fix some minor issues

All core features have been added in this release.

This release has switched to [pylibclang](https://github.com/edimetia3d/pylibclang), to make the project self-hosted.

This release has fixed many minor issues and will be the last version depending on the libclang in PYPI.

All later versions will start using [pylibclang](https://github.com/edimetia3d/pylibclang) to start the bootstrapping game.

Add support for docstring generation.

Add support for working with hand-written code. So all core features should work in this release.
