Started a [changelog in the docs](https://pyborg.readthedocs.io/en/latest/changes.html) going forward.

This release should cause less headaches installing there were several issues with python version compat if you installed from pip.

change license to GPL v 3 or later, using the or later clause of the original gpl 2 or later.
Add code of conduct.
kill off telnet client.
Twitter module.
Censored words that work, can easily be overriden.
Basic mastodon code that may not work exactly right.

Wrote up some better docs. Fixed initial user experience with making the new directories and files etc.

New pyborg command, reworked brain logic.
