Pycbc-pylal

This is the initial release of pycbc-pylal for O2.

It includes the porting of some legacy code from `pycbc`, primarily associated with `PyGRB`.

This is the initial release of pycbc-pylal for ER10.
- Includes updated definitions in the SnglInspiral table to handle changes in the c-format.

This release provides pylal functions required by the v1.4.0 release of PyCBC, used for the PyGRB analysis of LIGO's first observing run.

Includes fix to use LAL Frequency Series Class from pull request https://github.com/ligo-cbc/pycbc-pylal/pull/10

Includes the new pygrb tools and restores the modules needed by lalapps_cbc_sbank with code taken from the lalsuite O1 branch.
