Big improvements to the NEXRAD processing algorithms. - Configuration file based call to allow for more parameters. Example config file found in examples/config_files - Gridded interpolation added to standardize lat/lon grids and potentially reduce the size of output NetCDF files.

Restructured project so that each type of data request lives in its own folder. This reduces confusion around having a single data_requests.py with all the functions thrown in.

Restructured project to get rid of the src/pydrology/ structure, simply removing src. Secondly, the setup.cfg file was simplified to find packages. Finally, an __init__.py file was added to the pydrology folder so that it is found when building the package.
