Synchronizing setup.py and git version numbering for PiPY

parameters.json file is now never written to site-packages folder. Instead, it is written to ~/.pygustus, old files are deleted automatically. One file per job, so execution from different virtual environments and containers in parallel on the same machine is now possible.
