* Add Cake qdisc: https://www.bufferbloat.net/projects/codel/wiki/Cake/
* Fix missing parameters in non implemented base functions, what could triggers an error if not overridden.

- Change `setup.py` to include the correct packages

- Example rules not compatible with previous configuration files
- Allow different speed depending on the interface
- Add automatic HTB quantum estimation, to avoid a too low or too high quantum value: If no r2q specified for the root HTB qdisc, it will set the quantum to the interface MTU + 14 bytes for the ethernet overhead.
- Add FQ_Codel algorithm

- Built-in classes (not already used in the example rule)
- Configuration file to set the download and upload bandwidth, with interface names
