Support Python 3.12 and 3.13.

PyQUBO supports Python 3.11

update supported dimod version to 0.12.x

- optimize polynomial data structure in the compilation
- optimize the construction of sum expressions
- optimize the to_qubo method to run faster
- fix hash collision to avoid a crash in robin_hood
- update the dimod version to 0.11.x

- remove setup_requires to prevent errors in 3.6.8
