Pyro-api

- remove f strings to support Python <=3.5

This initial release moves the `pyro.generic` module to a new package `pyroapi`, with no dependencies. New features include:
- reusable tests in `pyroapi.testing` and `pyroapi.tests`.
- A `register_backend()` helper to register aliases.
