We ask `pysen-vscode` users to upgrade `pysen-vscode` plugin to the latest version.
From this version, `pysen-ls` will get the initial configuration from the argument of the initialization procedure and no longer trigger the initial configuration fetch.
The older version of `pysen-vscode` doesn't pass the configuration in the initialization procedure, therefore it may cause mismatch of the server configuration.
