Pythondcs

The new Web API available in DCS is now supported and prior use of the user interface API has been moved to pythondcspro.

Incorporating data fixes, timeouts, retries and extra bits in the pro module.

This is the initial release onto PyPi and can be downloaded using `pip install pythondcs`
