No changes since 1.16.0rc1. As documented in its release notes, the 1.16 release has a couple of small SEO and styling improvements:

Updates the top header for the `qiskit` theme to fix the URL for API references.

A hotfix release to workaround Sphinx 7.2.0 breaking docs builds.

The main change is adding the ability to have custom announcement banners at the top of the page for the `qiskit` theme (but not `qiskit-ecosystem`). See https://github.com/Qiskit/qiskit_sphinx_theme/tree/1.15#add-an-announcement-banner-to-all-pagesfor instructions.
