Quantumrand

In this update, I have added features for fair dice rolling and fair random list selection.

This is only a fraction of the features I wanted to add to show how fair RNG can be useful in projects.

After 7 years without maintenance, I have restored this libraries functionality (mostly). It works as a python module again, but not everything is restored due to dropping Python 2 support.

By 2.1 I hope to have `/dev/qrand` available for Linux to generate random numbers from this quantum computer natively for much stronger encryption and general random selection.
