*Note; this should have been moved to 0.4.0 in the last release.

- Fixes a bug that prevented the creation of project files due to platform pathing issues.
- Adds a more helpful "Summary" in the --help section.
- Some code refactoring and file renaming
- Added more tests to try and get closer to 100% code coverage.

Fixing a major issue that prevented the template files from being packaged.

Also refactored the CLI to provide the user with the ability to delete the user_prefs file and changed where that file is saved locally.

Still trying to sort out the PyPI publishing.

Trying to work out the kinks with my Github actions publish script.
