Major changes to raw.radolan_binaries_to_dataframe concerning missing or corrupt data files.

Features:
- New function radproc.heavyrain.duration_sum for duration sum calculation
- Bugfix on radproc.raw.radolan_binaries_to_dataframe
- Revision of radproc.arcgis.join_df_columns_to_attribute_table to base join on DataFrame index by default

Edited and updated licensing information in source code files.
License provision for free re-use of modified software versions has been added.
There have been no changes within the source code itself.

Changed projection file and all corresponding functions to meters.
