This release has no functional changes, but updates the python dependencies based on a CVE

This release has no functional changes, but updates the package to build against standard Rust, updated Rust dependencies, newer Python versions, and more operating systems. Notably this removes support for Python 3.5.

This supports Python 3.6, 3.7, 3.8, and 3.9.
Wheels are build for Linux, MacOS, and Windows

Added `mask_points` exposure to return a boolean numpy array mask instead of the actual points.
