Readfish-tools

Alpha release of v0.0.1.

Has a python class, `ReadfishSummary`, which allows for analysis of data from readfish summarise, and a function `summarise_paf` which can summarise a provided PAF file, using a readfish configuration TOML and sequencing summary file.
